Hi Alberto,

In the navigator window, right click the table you wish to modify. Select the View/Edit Details option.

Then select the Storage tab.

In the middle of the screen, you will find the PCTFREE (Percentage free space reserved for updates) and PCTUSED (percentage used space threshold for row insertion candidacy) options.

I don't know of any graphical tool that displays to the data block level.
