You should set the Tibco service as being dependent on the Oracle service.
Currently, in my job, I have to deal with Tibco databases running on
Solaris. I must say I am not surprised. The problem in your case is on the
Tibco side, the Tibco application have undoubtedly been developed under
sqlserver and being ported to Oracle.They must be considered disastrous from
the Oracle perspective.
Your last remark shows you know very little about Oracle. Try to improve on
that.
I would also recommend hiring a good lawyer. Soon you are going to need that
to deal with Tibco.
