How to set event 10046 at level 8 for another session?

Hi


Is it possible to trace another session by setting the 10046 event at
level 8? Can it be done using dbms_system.set_int_param_in_session() ?
Kindly help me in this regard as i would like to know waits and bind
variable values for the other session.
