It's rather stricter than that:

SQL> create tablespace blah
  2 datafile 'd:\oracle\ora92\db9\blah01.dbf' size 2m   3 extent management dictionary;
create tablespace blah
*
ERROR at line 1:
ORA-12913: Cannot create dictionary managed tablespace
