Typical Minimum Spec for a PC these days is :

1 GHz       Celeron Processor
256 Mb     Memory
10 Gb        Disk Space

The above spec will give you a more than an adequate environment, everything works smoothly and you have sufficient space to have a reasonable size database.

I recently installed Oracle on a laptop for a client so that he could go away and do demos. This had the following spec :

Pentium 333 Processor
Memory : 128 Mb memory
Disk : 5 Gb

We managed to fit everything on but it was far from ideal. Also, performance took a big hit because we had to take the disk space utilisation to it's limit and compromise on memory usage. Personally I would go for the more realistic minimum spec I have given above.
