There is a free version of TOAD if money is the big deal but it shouldn't be. If the point is money you can't do better than SQL*Plus.

But if the goal is productivity I would look at SQL Navigator as well as TOAD and offerings from a number of other companies.

One wasted week of a developers time is more expensive than the licenses for any of these products.
