Because server manager is a (practically obsolete) tool used to perform administrative actions on the database.

And what you are setting up here is not really O/S authentication at all, in the usual sense of 'using the fact I logged on to the operating system to allow me to access Oracle as a privileged user'. Instead, you are simply getting Oracle to check the O/S logon for a match on *ordinary*, non-privileged users, previously created in the data dictionary.

So, Mr. Test is not a privileged user. Therefore, Server Manager wouldn't let him log on in a month of Sundays, whatever you did.

Try doing the "connect /" with SQL* Plus, on the other hand, and you will probably be OK.

That said, I see no evidence that you have granted 'create session' privilege to your test user, and without that, you're doomed whichever way you try it.
