Creating an Apps environment w/just HR is not possible due to the very architecture and cross-dependancies of the apps.

If this is for test purposes, you may wish to clone your currren Production environnment; but I warn you: It is not for newbies.

If your need to separate HR is due to scalability or performance reasons, itt is possible to install appliations in a multi-tier fashion. This of course is another large task which will require $$$, hardware, test cycles etc.

I would suggest probbably getting some qualified outside assisttance. Applications require many special skills outside of stanard Oracle administration that require a specialist. Not any DBA will be qualified for this task...most DBA's know nothin about Oracle Applications, including 99% of the so-called experts that post to this group.
