I believe that you have to have the OEM (oracle enterprise manager) running,
which needs the management server. Check your services to see if the
management server is running, if not start it from there, you can also run
dbsnmp_start from the lsnrctl prompt.
I've never used the OEM or DBA Studio for import/export, so I'm sort of guessing here. When you open dba studio you have the choice of opening it standalone or via the management server, and some of its functions require that you are logged in via the management server, opening up dba studio from the OEM console does the same thing. Default login for the OEM is sysman/oem_temp if I remember right.
What kind of import are you attempting?, I'm guessing it's not from another oracle database, in which case you'll need to use SQL loader, which I *think* can be invoked from dba studio as well.
If I'm wrong here I'm sure someone will correct me soon enough!
You can always use command line for either sql loader or import in any case.
