Create DB (Manual) - no data found error

I am trying to create a Recovery Catalog DB - "rcvcat" - on Sun Solaris - Oracle Version 8.1.6 - I created the DB manually with the
"Create DB" statement. Now when I try to issue startup - or Alter
Database Open after mounting the DB - I get the following error - ORA-01403: no data found . I ran catalog.sql, catproc.sql, and was unable to run pupbld.sql.. When I try to log in as any other user other than Sys - I get: SVRMGR> connect system/manager ORA-01033: ORACLE initialization or shutdown in progress. Also - I created the orapw"rcvcat" file and have the pfile paramater
"remote_login_passwordfile" set to - exclusive. (I tried setting it
to none - same message)...

Anybody have any idea's ?
