You can't take the Tablespace Offline in a Mount mode. STARTUP MOUNT only reads the control files -- the Instance would then be aware of only the physical data files not the logical tablespaces. You could try taking each datafile in that tablespace offline. If you are in NOARCHIVELOG, you can do an ALTER DATABASE DATAFILE <filename> OFFLINE DROP to directly drop the datafile [this wouldn't remove the physical file from the file system, only the entry in the control file].
