I slightly disagree with what Daniel said.

I came into Oracle learning 'from the ground up'. In my second job after collecting 2 and a half years of Oracle experience, it was mandatory for staff to have an OCP within their first year. Whilst studying for an OCP, i learned a lot more techniques and other areas of Oracle which I hadnt explored before, so yes, if you have a bit of experience before going the OCP route, its not a waste of money. Also, you will not need to attend so many (if any) courses.

OCP with no experience is a bit dodgy though.
