Sam,
A directory is called a ORACLE_HOME. You must install both products into their own ORACLE_HOME.
Portal is part of 9iAS. Portal is part of the Oracle 'tools'. You could have posted your answers in the Tools newsgroup instead.
Furthermore, you could consider reading the 9iAS installation manual more thorougly. Most of the questions you asked here, are answered in the [first pages of] this manual, which you can download at http://otn.oracle.com/products/ias (see the Documentation section for the Installation Guide).
