It's shown as ACTIVE in v$session all the time. At the OS level, it wakes up every 3 seconds (run OS process tracing on it; Solaris has truss, others strace). Other times it goes to sleep. You can explicitly wake it up in svrmgrl oradebug. But since it wakes up so frequently, there's rarely such need.

Follow RSH's advice to deal with SNIPED sessions.
