Quick advice:

Set the OEM services to a manual start in your NT wonderworld of startups and services, and start them manually after you start your machine and the Oracle RDBMS services, listeners and the rest of your networking has come up and the machine's disk drive has finally stopped being in a frenzy, Then manually start the OEM server and the rest.

There seems to be a synchronization delay between Oracle itself being ready and the OMS related services being ready to get out of bed, shower, shave, and report for duty.

Or else, you can call or MetaLink Oracle and see what they say.
