Norwood, your statement may be true for a fresh installation on 8.1+ but would probably not be true for sites that had upgraded in place from earlier generations of the application/database though it is possible to convert dictionary managed tablespaces to locally managed tablespace in place using execute
sys.dbms_space_admin.tablespace_migrate_to_local the free space distribution that results is less the optimal after the conversion so I can see that reloading could be beneficial in some cases.
