Try turning off active desktop.
It has caused some apps sof mine (not all Oracle) to 'not work' when it is switched on.
Took me ages to figure it out, but in the end, the only difference between the working PCs and the non-working was active desktop.

To turn it off, we had to run the internet exploder deinstall, but only deinstall the active desktop bit.

Major PITA.

Not saying it will work, but it did for me.
