Why not install a separate webserver (e.g. Apache) on the same port? When you stop OAS, you start Apache. All it has to serve, is a 'maintenance' page. When you're done, you stop it and then start OAS again.
Maybe you could swich to 9iAS which is based on Apache too. You can then redirect users who are accessing URLs to the database, to a 'maintenance' page within the maintenance window. And it uses less memory. And gives more performance. And is still supported after October ;-)
