This sounds a little doubtful.
I know that from time to time I've seen cases where 'B happened just after I did A', and then spent ages trying to work out which bit of A 'caused' B; to discover that it was a coincidence.
Oracle Support has a pretty fair line (**) with their constant 'can you send a reproducible test case' - if you can't reproduce it at will, you can't be sure that you are picking the right cause; and I would be inclined to put this one down to 'wrong cause'.
It seems so unlikely. But perhaps if you have tablespace quotas and a space management task on an autoallocate tablespace causes you to exceed your quota, perhaps something funny happens with the mix and match of bitmap block manipulation and data dictionary update.
(**) Of course, when you say "it always fails on my 7 table, 3GB partitioned data set with 12 CPUs test case", and Oracle asks for a 'small' test case, that's a different matter.
