Your best bet is to move to Unix. NT cannot use the entire 4Gb with Oracle (or any other database, for that matter). It is limited to use 3Gb at the most, with the last Gb reserved for itself (the greedy sod!).

The Oracle doco goes at length to explain what you need to ask Microsoft to install to get this last 1Gb.

IMHO, a bloody waste of time and resources when you can go up to as many Gb as you want by just changing to a decent modern 64-bit OS: Unix. Try any of the Solaris or HP/UX variations, most will address memory up to Tb, if you can afford it.
