My undestanding is that:
2. You can have either Named User or per Prossesor license. If you license users then does not matter what machine you are running. If you license per Prosessor then it does not matter how many users are connecting.
3. If your current server have 2 CPUs then you have to purchase a license for 2 CPUs if you choose per Prossesor license. If you add more prossesors the Oracle instance will keep working but you have to upgrade your license with the amount of prosesors you are adding.
Of course, the best way of dealing with licenses is to call your Oracle Sales rep and clarify those questions.
