EMC does have a product that does something to that effect - I think it's called Symmetrix Optimizer? Anyway, you can schedule it to run, run it manually, etc., and it reconfigs hotspots in the background. I've never used it though, just heard the vendor pitch (which always sounds good).

Or just dedicate part of the Symm tower to redos. No reason they have to be outside the array, but probably good reasons not to include them in the same disk pool as the rest of the datafiles. Now if you're talking a NAS setup, then you might not want your redos anywhere near it. ;)
