I do not dispute any experiences reported in this thread, however I had absolutely no problems installing 9i and creating a database on a Win2K machine with SP2. Everything went smoothly, and I even had (and still have) 8.1.6.3.8 installed and running on this same machine. The only problem I noticed was an issue of speed: DDL, DML and queries took quite a bit of time to complete in the 9i database. I patched the software to 9.0.1.2.0 and restarted the database. It was like a miracle had occurred -- 9i was running better than 8i on the same machine. I still have both versions running on my PC -- unfortunately my PC is used as a mini 'test bed' for anyone in the company who needs an Oracle database to check code, table structure, and the like, which makes it interesting, to say the least, to get work done some days.
