Development is ususally free. However, if your going to deploy this for business, government purposes, etc.... and do not license it...

Good chance they will find out. If they find out you get sued. You get sued, you lose your client and credibility. Also alot of money. Ive been told that Oracle is extremely aggressive with pursuing this. Deploy at your own risk.

However, if your worried about $400 or $4,000 Id assume your not doing this for business. So I wouldn't worry about that.
