SID is used to identify uniquely a database instance on a server
across the net.
Oracle databases are meant to allow connections from any part of the
world.
Allowing japanese chars in network identifiers would make non-japanese
clients impossible to be configured.
Moreover: end users are NOT required to know the database SID.
