Oracle makes certain patchsets publicly available at ftp://oracle-ftp.oracle.com.
Not all of them, but those containing critical fixes - in this case they put them
out for public, including those with dev licenses and no support contract.
Anything that's protected and only available on MetaLink is only available there
and only for registered users with valid support contracts and is doubtly available
elsewhere. Sorry, I didn't invent this policy nor do I like it, but that's how it is.
