I couldn't agree more, Rahu hit it on the nail
When I build workstations (my own usually, and DBAs) and train the people supposed to be doing that,
It's:
1) Start from zero, ensure all HW is in ATP condition, install O/S, all
service packs, patches, firmware updates, etc. Test again. Verify IP address
or DHCP addresses, proxy servers, odd port/service addresses (like 7932
instead of 152x normally used for Oracle services, etc.)
2) Join the network and ensure TCP/IP (and NetBEUI, IPX (ugh), etc) are all working.
3) Install SQL*NET / Oracle Net 8, and test database connectivity.
4) Install and test ODBC against the Oracle database.
Remember that higher versions of SQL*NET/Net 8 are downward compatible except if you enable some obscure features.
5) Install and test all Oracle-dependent apps like Designer, Developer,
TOAD, etc.
