I remember this exact problem. I'll bet you do already have Java installed, right?

Run this script:
$ORACLE_HOME/rdbms/admin/initplsj.sql

The initjvm script misses this when you install java. There is a technote regarding this on Metalink and if you copy and paste the error into the search you will find the note concerning this.
