You have got a way seriously incorrect installation if your server doesn't
have catproc and catalog.sql scripts. These are always installed - the
database just doesn't work without them being executed. If you can't find
them on the server under $ORACLE_HOME/rdbms/admin for Unix or
%ORACLE_HOME%\rdbms\admin for NT/W2K, I would strongly suggest you reinstall
the kernel.
