why ora-12560 protocal adaptor error

after install software, when create database with database
configuration assistant, it hang up with thfe error 12560



after startup the listener in service, i do the follow:



oradim -new -sid ARIBA2


set oracle_sid=ariba2


svrmgrl


ORA-12560: TNS:protocol adapter error




i can connect internet, that means i install tcp/ip
and i can connect other database with tnsnames.ora
and other computer can ping me.



what should i do now?
