9iAS is too new for books to get written & published. Oracle "documentation" is widely scattered & of dubious quality.

No. I'm a DBA & don't do Forms or Reports. The Forms & Reports delevopers are creating & maintaining their things using Forms 5 on their PCs. The forms & report files are stored on a shared drive. I have a Unix script which nightly compiles all the Forms & Reports using the 9iAs (Forms/Reports 6) utilities. The newer compilers are more picky & sometimes they need to "tweak" their files.
