SGA reuse

I am running Oracle v7.15 on an Alpha with OpenVMS v6.2-1H2. Oracle is
shutdown every night to perform a cold backup. Upon restart it sometimes
reuses the SGA file on disk but other times it creates another version. I
have been unable to determine what is causing this behavior.
