How can I create a captive Oracle account?

Hi, all.


I would like to create a "captive" Oracle account.
When saying "captive", I mean a user that:
a) has a publicly known password (or no password at all);
b) is not allowed to modify its own password or to change its own schema.
I don't know if it is possible to implement a restriction such as (b) in Oracle.
Any suggestion about it?
