Sounds like the first time you access the data it is not memory resident.
The 2nd time it is. Although 4 to 5 minutes to wait is exessive.
You need to ask yourself:
Is your db_block_buffers large enough?
Is your database spread over multiple disks?
How many concurrent users do you have?
You may wish to trace the query to see what it is up to or
select * from v$session_wait where sid = (the sid);
while the query is running to see what it is waiting on.
