That looks like sharing violation problem. You must find what process
locked this file. After restart you should be able to start database,
then you can do a shutdown normal. After that, you can check if your
database is properly shutdown and no Oracle process is in memory. If
Oracle is quiet you should check if that control file is still locked
by another process (non Oracle).
I've seen a similar problem some time ago, the originator was
improperly configured antivirus software.
