Lord knows if there ever was a binary for download, but if Oracle is pushing 9i (as they are), they are unlikely to encourage 8i downloads. However: a number of options are available, chief of which is to go to the online store and order the relevant version. You probably end up paying $40 or so (US), and most of that is shipping.
Secondly, try contacting Oracle marketing. Ask them what's available and what they'll organise to ship. If you're trying this out for size for a decent installation, it should be trivial to persuade them to ship the goods for free.
Delivery is a bit of a bugger: 6 weeks last time I tried it.
