The "graphical thingy" is OEM.  For basic DB management, you don't need to
bother with a full repository and three tier approach...just run the client,
add your database, and connect.

Needless to say, it's best if you understand what the GUI is really doing,
so don't use OEM as a substitute for reading and learning Oracle.....
