Can I allocate more memory to db_block_buffer?

Hello,
I have Oracle 8.1.6.2 on Linux.
The host has 2 GB RAM,as you can see:

             total       used       free     shared    buffers     cached
Mem:       2009368    1967188      42180    1888584     312100     788552
-/+ buffers/cache:     866536    1142832
Swap:      1052248         76    1052172
(oracle_at_i138)
I have 512MB of memory allocated to db_block_buffers and when I tried to increase this value even slightly (to 612MB) the instance didn't start, saying that it can't allocate shared memory. Why? There should be enough of it on this host.
