About the only significant difference between RMAN in 8.0 and RMAN in 8i is that to create the catalog in the former, you used to run catrman.sql, and in the latter you simply connect to the catalog database with RMAN itself and issue the command: create catalog;

So, yes it's missing, and no, you don't have to worry about it.
