Nope, I don't think thats it, I believe I set the sid correctly. Did you come to your conclusion due to the fact the error listed orapw instead of oradev1pw?
ORA-01990: error opening password file u01/oracle/OraHome1/dbs/orapw

I set the new sid 'dev1' in both the environment and also listed in the initdev1.ora init file I used to startup nomount the instance.
