The TNS listener is a program mainly helping the instance to get connected via network protocols. Most often you will interact with the listener according to that scheme:

The ports can be chosen as will as long it is > 1023 and is not used by other processes. You can even specify a number of IP address/port combinations to listen on. You can specify them at install time or later on. You can restart the listener whenever you want without interupting a client/server connection. No problem as long as your clients now the address of the listener and the correct service name of the instance.
