Check out whether you have multiple network\admin directories and/or
net80\admin directories. (If you have installed the software in
multiple Oracle_homes [which you should have]) this would be the case.
Then either
a) setup a variable called TNS_ADMIN in HKLM\software\oracle to the
correct directory
b) synchronize the directories
8.0 based products (which Designer etc still are) won't understand the service_name = syntax in tnsnames.ora
