I found the problem...

Originally, Oracle 8.0.5 was installed on this computer, but did not work correctly.
Then Oracle 8.1.7 was installed, but again it did not work correctly. It seems that the uninstall procedure removing Oracle 8.0.5 did not completely remove the
software, so when 8.1.7 was installed the installation was messed up with programs, dlls, etc
from both versions.
To resolve the problem, I uninstalled 8.1.7, deleted all registry entries related to Oracle, and
reinstalled Oracle 8.1.7 (client).
Now everything works perfectly.
