Are you installing Oracle under the C:\Program Files directory? Because if
you are this could be the problem, it does not like spaces or other special
characters in it's path. Use c:\oracle816 or something similar.
Also you will not be able to start a database until you successfully run Oracle Database Configuration Assistant or manually run scripts to create a database, you don't yet have a database to start.
