deleteing oem rep owner??

hi,
i've oracle8i 8.1.7 installed on w2k server. when i try to delete the user owning the oem repository oracle hangs without any error message. I've also tried to create a new repository with the oem configuration assistant but its the same problem - oracle hangs without any error message.
ny ideas what could be wrong??
