If on NT, you may be seeing a CATCH-22 situation here. If the Oracle
Agent service is set for autostart, it will TRY to start on server
startup. However, it will not start successfully if the repository
database is not up and running. In the server startup sequence, the
database probably won't be up and running until after the agent has
already tried and failed.
