You need to set environment variables (Unix)/registry vars (NT) and init.ora parameters.
The characterset of the database needs to be WE8ISO8859P1. NLS_LANG env var/registry key is going to be GERMANY_GERMAN.WE8ISO8859P1 Further details in the NLS appendix of the Oracle Server Administrators manual.
