Has NOTHING to do with archivelog and can appear in noarchivelog as well. However you told you this knows very little about Oracle.

Yes that is true. However that has nothing to do with Oracle, but with a badly setup server
Also the database will 'hang' only, as soon as you archive one single file, it will proceed again. No connections are lost, the database only suspends
