can not login OMS, VTK-1000 error

I setup a 8.1.6 on Solaris and OEM2.1 on Win2k.
The DBA console works fine on Solaris, but I can not login from OEM2.1
remotely.


I searched post, seems no one have this kinds configuration work, is
Oralce's 3 tiers ever works?
