The MUTEX state had been introduced since Open VMS 6.x. In general, it mean that a process has been suspended by waiting to acuiring a mutex. AFAIK an oracle server is not an application which use the DECThreads, so the MUTEX state can be a result of process quotas exhaustion.
have a look to SHOW PROCESS/ID=<pid> /QUOTA/ACCO
